With reference to your despatch No.146 of the

7th instant (P 3023/310/87) instructing me to take such

steps as I might deem most suitable in order to ascertain

where and how a leakage of Indian export opium has occurred

which has permitted a omsiderable import of it inte Macao,

I have the honour to report that I considered that the best

means of obtaining the desired in formation was to bring

the facts to the attention of the Portuguese Gorɗnment

and to invite their co-operation in making the necessary

inquiries into the matter. I venture to think that in

view of the set ion that I have taken the Portuguese Govern-

mnt cannot feel that His Majesty's Government are criti-

cising them or are suggesting that the Macao authorities

have neglected any international obligation.

2. A copy of the Note which I have addressed to the

Portuguese Government is enclosed herein.
